Retired Oakton Community College trustee Ray Hartstein of Skokie has been granted Honorary Membership by the Illinois Community College Trustees Association.As the ICCTA's highest award, Honorary Membership is reserved for those individuals who have made outstanding contributions to the state's community college system. Hartstein received the award at the association's June 14 awards banquet in Springfield.
A member of the Oakton Board of Trustees from its founding in 1969 until his retirement in November 2001, Hartstein served many of those years as board chair. He led the Trustees Association as its president from 1978 to 1980 and was an active member of every ICCTA committee. As a reflection of his dedication to the association, the ICCTA named its trustee achievement award after him.
As chair of ICCTA's Excellence Committee, he created the Outstanding Faculty Member Award and led a series of seminars on excellence for trustees and instructors. He also established the association's Trustee Education Committee, conducting many seminars and board retreats himself. As an unofficial mentor to countless board members across the country, he earned the sobriquet "Mr. Trustee."
Hartstein wrote numerous papers on effective governance, including the ICCTA's Guidelines for Establishing a Board Self-Evaluation. He also left his mark in the legislative area, working on such issues as collective bargaining, the annexation of nondistrict territory (leading to the founding of Heartland Community College in Normal), consolidated election law, faculty tenure, and the Illinois Open Meetings Act.
The Illinois Community College Trustees Association is a statewide organization created in 1970 as the voice of the state's community college boards. ICCTA membership is composed of trustees from public community college districts throughout Illinois.
